This chapter examines the everyday dilemmas that police officers experience as they fulfill the department’s bureaucratic priorities by focusing on investigative police stops. Officers look for minor violations to pull over cars, because that is what the department expects of them. This produces precarity in the city’s Latino immigrant community, because many Latino immigrants are ineligible for state driver’s licenses and identification cards. Thus, Latinos are either cited or arrested for violations they cannot avoid. For undocumented drivers, these arrests routinely result in detention and deportation because of immigration enforcement in local jails. The result is a non-criminal traffic enforcement system that feeds the deportation machine.
