    Chapter six scales up the empirical analysis to the meso-level of the migrant association and examines variation across Mexican municipalities. Drawing on original survey data and cluster analysis, the chapter first describes how partnerships vary in synergy, corporatism, substitution, and fragmentation. It then examines the short-term political consequences of different types of partnership. Finally, the chapter uses two sources of panel data to analyze the political effects of partnerships across all Mexican municipalities with and without engagement in the 3x1 Program from 1990 to 2013.
