    Chapter five explains how low levels of community inclusion, but high levels of government engagement organized a corporatist transnational partnership in one hometown community but migrant social embeddedness led to a more involved citizenry in another community in the same municipality. The chapter compares the two cases and traces how key causal mechanisms produced different consequences for political activism and state-society relations in a municipality in Jalisco.
